I see it differently. Without a no-fly zone, Zelensky can capitulate to Putin's demands and then claim he did it to minimize civilian casualties, which he seems to be on the verge of doing:

Had Ukraine been given a no-fly zone, Zelensky would not get to use this excuse.

Also, since Ukraine is asking for a no-fly zone, it must be willing to do something in exchange*. Imagine if NATO offered Ukraine a no-fly zone on the condition that Ukrainian troops first invade Russia! Zelensky has to accept, or else he becomes solely to blame for each extra day Ukraine does not get a no-fly zone. Whereas so long as NATO is not offering a no-fly zone to begin with, Zelensky can say, "It's not my fault NATO isn't helping us! Better negotiate with Putin instead!"

Once the war is being fought on Russian territory, Putin cannot back down short of surrendering totally (which is impossible for someone like him). And we can ensure Zelensky does not back down by threatening to withdraw the no-fly zone if he does.

(*Only Spencer would assume Ukraine gets the no-fly zone for free! It is because Spencer himself is used to getting everything for free.)
