Russian forces have not made any significant territorial gains on the front since July, when they took Lysychansk. Putin has tried to present the illegal annexation of parts of Ukraine’s Kherson, Zaporizhzhia, Donetsk, and Luhansk regions as a significant victory, but the announcement caused discontent among the Russian elites.
