I don't think it's fair to single Fauci out for all of that stuff. He's not the one personally reviewing all the funding applications and then personally approving them. The review of the research and approval of the funding comes from various bureaucratic committees.
Obviously, by accepting leadership of the organization, he is willing to accept that those sorts of experiments are technically approved under his watch. But the actual individuals on the committees who personally review each research application, discuss among themselves, and say "yeah there's nothing wrong with drilling holes in monkeys' brains" are even more depraved. Due to the way everything is bureaucratically structured, it may even be impossible for Fauci to veto any such funding or easily replace committee members with ethical people. But since he has not made any efforts to attempt to change the procedures, that, specifically, is what makes him unethical.
