Hitler never said this. On the contrary, recall the following former blog post which showed Hitler's opposite tendency of belief in southern superiority:

Obviously I disagree with their choice of intentional perjoratives to describe Hitlerism, such as “egalitarian” or “gynecocratic”(
?), but the main point is that they are finally being forced to admit that Hitlerism is nothing like what they as recently as a decade ago used to presume it was (ie. neo-Nazism), but rather what we have been adamantly and ceaselessly saying – from the very beginning of our activism – it actually was (ie. authentic National Socialism). Not “egalitarian” (in the sense of ignoring quality), of course, but simply anti-racist. Nor “gynecocratic”, but simply anti-sexist.
I do broadly agree with two of Evola’s adjectives “telluric” and “Southern” to describe authentic National Socialism, though of course Evola had little in-depth grasp of the characteristics of what he has accurately labelled. Here are some quotes reflecting Hitler’s essentially Mediterranean blood memory (consistent with the location of Asgard in our Aryan Diffusion theory):

He didn't actually believe that there were Aryans in Tibet, like Himmler did.
It is unknown whether or not Hitler believed this, but even if he did, he would not have imagined that they arrived at Tibet from the north as Himmler would have imagined. This is the important point. We also have the explicit Hitler quote:
“I have never regarded the Chinese or the Japanese as being inferior to ourselves. They belong to ancient civilizations, and I admit freely that their past history is superior to our own.” – Adolf Hitlerso to the extent that, according to your quote:

by implication Hitler would estimate China and Japan to have contained a higher fraction of Aryan blood than Germany. Thus if Hitler believed that Aryan blood exists in Tibet, it would have been easier for him than for Himmler to postulate where it came from.
And I can't see evidence of him agreeing with the theories of Hyperboreans or some of the more outlandish stuff like that.
He could have agreed that Hyperboreans existed, but disagreed they were Aryans. We also have this quote:
